In relation to the request submitted by the National Customs Agency for a derogation for the submission of data to ICS2 from road and rail carriers as of September 1, 2025, we inform you that when importing goods into the customs territory of the Union through Bulgaria, economic operators will have the opportunity to submit the data for the Entry Summary Declarations (ENS) in ICS1 or ICS2, or in the combined transit declaration in NCTS, phase 5 (when the transit procedure has started in a contracting party under the CCTP applying NCTS, phase 5) or in a combined transit declaration in NCTS, phase 6 (when the transit operation has started in a Bulgarian departure customs office).
